Rahul Gandhi to Speak on Paper Leak Bill Today

The Lok Sabha is set for another significant day of legislative business as discussions continue on the *Public Examinations (Prevention of Unfair Means) Amendment Bill, 2026*. The proposed legislation seeks to strengthen measures against examination paper leaks, organized cheating, and unfair practices in competitive examinations.

Union Minister Dr. Jitendra Singh will move the proposal for consideration and passage of the amendment bill. Leader of the Opposition Rahul Gandhi is expected to address the House and present the opposition's views on examination reforms, student welfare, and the government's handling of paper leak incidents.

The bill comes up for discussion for the second consecutive day after nearly nine hours of debate on Tuesday. Members from both the ruling alliance and the opposition participated extensively. The government defended the proposed amendments as necessary to improve transparency and protect the credibility of public examinations, while opposition leaders raised concerns and suggested changes.

According to the government, the amendment aims to strengthen the legal framework introduced in 2024 by introducing stricter provisions against organized paper leak networks and examination fraud. The objective is to ensure fair recruitment and examination processes for millions of candidates.

Following the debate, the bill may be put to vote in the Lok Sabha. If passed, it will be forwarded to the Rajya Sabha for further legislative consideration.

Apart from the paper leak bill, Union Home Minister Amit Shah is scheduled to introduce the *Births and Deaths Registration (Amendment) Bill, 2026*. The proposed legislation seeks to modernize and streamline the country's civil registration system.

Union Law Minister Arjun Ram Meghwal is also expected to introduce a bill proposing an increase in the number of judges in the Supreme Court to help reduce the backlog of pending cases and improve judicial efficiency.

The Monsoon Session of Parliament began on July 20 but witnessed repeated disruptions due to opposition protests over examination paper leaks and alleged police action against students. After several rounds of discussions between the government, opposition leaders, and the Speaker, consensus was reached to begin a detailed debate on the amendment bill.

Today's proceedings are expected to play a significant role in shaping future reforms in India's examination system, judicial administration, and public governance.
