Lok Sabha Passes Anti-Paper Leak Amendment Bill

The Lok Sabha has passed the *Public Examinations (Prevention of Unfair Means) Amendment Bill, 2026* by voice vote during the Monsoon Session of Parliament. The proposed legislation aims to strengthen measures against examination paper leaks, organized cheating, and unfair practices in public examinations. Following its approval in the Lok Sabha, the bill will now be taken up in the Rajya Sabha.

The debate on the bill witnessed sharp exchanges between the ruling party and the opposition. Leader of the Opposition Rahul Gandhi spoke about student protests, examination reforms, and the government's response to paper leak incidents. Some of his remarks drew objections from members of the ruling party, leading to loud protests inside the House.

The proceedings were disrupted several times during the debate. Defence Minister Rajnath Singh appealed to ruling party members to maintain order and requested Rahul Gandhi to continue his speech. After resuming, Rahul Gandhi made further remarks regarding the authorization of the use of force, which again triggered protests and demands for an apology from ruling party MPs.

Defending the bill, Union Minister Dr. Jitendra Singh said the legislation is directly related to the future of millions of students. He stated that instead of offering constructive suggestions, the opposition was attempting to politicize an important issue.

Dr. Singh also emphasized the importance of maintaining parliamentary decorum and respectful language during debates. According to the government, the amendment seeks to strengthen the legal framework introduced in 2024 by introducing stricter provisions against paper leak syndicates, digital examination fraud, and organized malpractice.

The government believes the amendments will improve transparency in competitive examinations, ensure fairness for deserving candidates, and restore public confidence in the examination system. Opposition leaders, however, argued that stronger implementation and accountability are equally necessary.

With the Lok Sabha's approval, the bill will now move to the Rajya Sabha. If passed there as well, it will proceed through the remaining constitutional process before becoming law.
