The Rajya Sabha held an extensive discussion on the Public Examinations (Prevention of Unfair Means) Amendment Bill, 2026, with both the government and the opposition presenting sharply different views. The bill aims to strengthen the legal framework against examination paper leaks, organized cheating, and unfair practices in competitive examinations.
Congress President Mallikarjun Kharge argued that increasing punishment and financial penalties alone would not eliminate paper leak incidents. He said effective implementation, accountability, and timely action against offenders are equally important to protect the interests of students.
Kharge stated that examination scams have repeatedly affected deserving candidates while those responsible often escaped punishment. He also maintained that stronger reforms and better enforcement mechanisms are essential to restore confidence in the examination system.
During his speech, Kharge also referred to issues related to student protests and law and order, saying the concerns raised by students should be addressed through dialogue and accountability.
Responding to the criticism, Union Minister Dr. Jitendra Singh defended the amendment bill, stating that even the opposition's arguments reflected the need for stronger legal measures. He said the government's objective is to ensure transparent, fair, and secure examinations across the country.
The minister highlighted that institutions such as UPSC, SSC, RRB, IBPS, and the National Testing Agency conduct examinations that determine the future of millions of students. Therefore, protecting the integrity of these examinations is a national priority.
According to the government, the amendment proposes strict timelines for investigations into paper leak cases, stronger punishment for organized examination fraud, and heavy financial penalties against those found guilty.
The bill has already been passed by the Lok Sabha and is currently under consideration in the Rajya Sabha. If approved, it will be sent to the President for assent before becoming law.
