A maritime incident involving Indian and Pakistani naval vessels in the North Arabian Sea has led to a diplomatic protest by India. The collision took place in international waters on the evening of September 15. On September 16, India's Ministry of External Affairs summoned Pakistan's Charge d'Affaires in New Delhi and formally lodged a strong protest over the incident.
According to the Indian Ministry of External Affairs, the incident involved a Pakistani naval unit and an Indian Navy vessel. India described the conduct of the Pakistani naval units involved as unacceptable and unprofessional. The ministry also stated that the incident occurred in international waters and did not result in any major damage.
India has linked the incident to the 1991 agreement between India and Pakistan concerning advance notification of military exercises, manoeuvres and troop movements. The Ministry of External Affairs said the conduct of the Pakistani naval vessel was in direct contravention of Article 10 of that agreement.
During the diplomatic meeting, Pakistan's Charge d'Affaires was advised to convey to the relevant authorities in Pakistan the need for military units to exercise due care at sea and respect the provisions of the agreements between the two countries. India said such measures were necessary to prevent similar incidents from occurring again.
India also instructed its Charge d'Affaires in Islamabad to lodge a similar protest with Pakistan's Ministry of Foreign Affairs. This means that the issue has been formally raised through diplomatic channels in both New Delhi and Islamabad.
Reports indicate that the Indian naval vessel was carrying out a routine surveillance mission at the time of the incident. According to the Indian side, the Pakistani naval vessel approached the Indian vessel at high speed and manoeuvred in what India described as an unsafe and unprofessional manner, leading to the collision. However, no major damage has been reported.
The fact that the incident occurred in international waters is significant. Naval vessels operating in the same maritime area are expected to maintain appropriate levels of safety and caution. Any unsafe manoeuvre or misunderstanding between military vessels can create additional risks, particularly when the ships belong to countries with sensitive bilateral relations.
The 1991 India-Pakistan agreement cited by India deals with advance notification regarding military exercises, manoeuvres and troop movements. The Indian government has specifically referred to Article 10 while raising its objection to the latest maritime incident.
At present, the official information available does not indicate any major damage or casualties resulting from the collision. The matter has now been raised at the diplomatic level, with both sides being asked to address the circumstances surrounding the incident and ensure that relevant bilateral arrangements are respected.
