Raghav Chadha Backs Anti-Paper Leak Bill, Calls It a Fight Between Merit and Mafia

During the discussion on the Public Examinations (Prevention of Unfair Means) Amendment Bill, 2026 in the Rajya Sabha, Member of Parliament Raghav Chadha extended his support to the proposed legislation, describing it as a landmark step towards protecting the integrity of India's examination system. According to him, the Bill represents the country's first dedicated legal framework specifically designed to combat organized paper leak rackets.

Addressing the House, Chadha said that millions of students across the country spend years preparing for competitive examinations with dedication and determination. However, repeated incidents of question paper leaks have shattered the confidence of deserving candidates and undermined the credibility of the examination process. He emphasized that the new legislation seeks to restore public trust by ensuring strict legal action against those involved in organized examination fraud.

He stated that the issue should not be viewed through a political lens but as a battle between merit and the mafia. According to him, students who rely on hard work and talent deserve a fair and transparent examination system, while those responsible for manipulating recruitment and entrance examinations must face severe consequences.

Chadha noted that paper leaks not only force examinations to be cancelled or postponed but also impose emotional, financial and psychological burdens on candidates. He argued that the objective of the legislation is not merely to punish offenders after an incident but to create a preventive framework capable of deterring such crimes in the future.

Referring to student protests witnessed in recent years, he said students have every right to express concerns about their future and demand accountability whenever examination irregularities occur. At the same time, he cautioned that student movements should not become tools for political agendas. In his view, genuine student issues should be resolved through dialogue, institutional reforms and effective implementation of laws.

He expressed hope that the Anti-Paper Leak framework would strengthen transparency, accountability and fairness in public examinations while restoring confidence among aspirants preparing for government recruitment and competitive examinations. He also called upon all political parties to work together in the interest of students and ensure effective implementation of the law across the country.
