Decision on Champat Rai’s Return to Ram Janmabhoomi Trust Today

All eyes are on the important meeting of the Shri Ram Janmabhoomi Teerth Kshetra Trust scheduled to be held in Ayodhya on Wednesday. The meeting is scheduled to begin at 2 pm at Shri Maniram Ji Ki Chhavani. Several important issues related to the functioning of the trust are expected to be discussed. The key agenda includes completing the selection process for the Chief Executive Officer (CEO) and considering amendments to the trust deed and the trust’s rules.

Ahead of the meeting, discussions surrounding the proposed changes to the trust deed have intensified. According to the information available, interim general secretary Krishnamohan has proposed amendments to the deed. However, the exact provisions that may be changed will become clear only after the proposal is formally presented and discussed during the meeting.

Meanwhile, an important question being discussed in Ayodhya is whether the proposed changes in the rules could create a pathway for the return of former general secretary Champat Rai to the Shri Ram Janmabhoomi Teerth Kshetra Trust.

Why Is Champat Rai’s Return Being Discussed?

Champat Rai has played an important role for a long period in the Ram temple movement and later in work related to the construction of the temple. He also served as the general secretary of the trust and handled important responsibilities.

Following his exit from the trust, discussions about his possible return have continued among several saints and people associated with the Ram temple project.

The discussion has gained further momentum following reports of amendments to the trust deed and rules. It is being speculated that if the revised rules include provisions regarding the reappointment or return of a member after resignation, the legal and administrative process for such cases could become clearer.

However, it is not yet clear whether the proposed amendments are directly linked to Champat Rai’s possible return. The situation will become clearer only after the proposal is presented and discussed at the trust meeting.

What Changes Could Be Made to the Rules?

According to discussions surrounding the trust, the proposed amendments may include clearer provisions regarding the appointment of trustees. There is also speculation that provisions concerning the possible reappointment of a member after resignation could be introduced.

Another important change could relate to the formal adoption of the CEO’s appointment by the trust. Such a provision could bring greater clarity to the CEO’s role and the appointment process within the administrative structure of the trust.

However, the final details will only emerge after the proposal is placed before the trustees and discussed during the meeting.

Support for Champat Rai Among Saints

Several saints and mahants in Ayodhya have previously highlighted Champat Rai’s role and expressed support for considering his return. They point to his long association with the Ram temple movement and the subsequent construction work.

Rajkumar Das, associated with the religious committee of the trust, has described Champat Rai’s role in the temple movement and construction work as significant. He has said that if Champat Rai’s name does not figure in the relevant investigation, his return to the trust should be considered.

According to him, if changes in the rules are required to provide clarity regarding such a return, the trust should consider the matter. However, any final decision would have to be taken according to the trust’s rules and the proposal approved by the trustees.

Focus on the Role of Local Saints

Vashishtha Peethadhishwar Mahant Raghaveshdas Vedanti has described the proposed amendment to the trust deed as a positive development. He has also emphasized that local saints should be given adequate importance and representation in the functioning of the trust.

He has supported consideration of Champat Rai’s return, arguing that if his name does not appear in the relevant investigation report, his role could be reconsidered.

This indicates that the proposed amendments could have implications beyond administrative procedures and may also influence the future functioning of the trust and the responsibilities of its members.

 What Is a Trust Deed?

A trust deed is a legal document that establishes a trust and lays down provisions concerning its objectives and functioning. It can include rules regarding the role of members, management of property and various administrative procedures.

The Shri Ram Janmabhoomi Teerth Kshetra Trust was established for matters related to the construction and management of the Ram temple. The trust was registered in Delhi.

If amendments are made to the trust deed, the process will have to be carried out according to the provisions contained in the existing deed. The actual purpose of the proposed amendments and the specific clauses or rules that may be changed will become clear once the proposal is presented at the meeting.

Issue of Appointment and Return of Members

There has also been discussion regarding whether the trust deed clearly specifies procedures for the appointment, resignation and reappointment of members.

Senior advocate Rakesh Pathak has said that if the deed does not clearly specify the process for removing or appointing members, bringing greater clarity through amendments could be important.

According to him, just as a resolution was passed to accept a member’s resignation, a resolution could potentially be used for reinstatement as well. However, the detailed legal basis for such a process should ideally be clearly provided in the trust deed.

This is one of the reasons why the proposed amendments have generated discussion at both the legal and administrative levels.

CEO Selection Also a Key Agenda

Apart from the issue concerning Champat Rai, the selection of the Chief Executive Officer will also be an important part of the meeting.

The CEO is expected to play an important role in managing the administrative affairs of the trust. The meeting may discuss formalizing the appointment process and adopting the CEO’s appointment through the trust.

Such provisions could bring greater clarity regarding responsibilities and authority within the administrative structure.

 Attention on the VHP Camp

There has also been discussion that a significant section associated with the Vishwa Hindu Parishad wants Champat Rai to remain connected with the management of the temple.

Given his long organizational association with the Ram temple movement, supporters of Champat Rai consider the possibility of his return significant.

However, his return to the trust cannot be based solely on public support or demands. The trust deed, applicable rules and the decision taken by the trustees will be crucial in determining the matter.

Today’s Meeting Could Clarify the Situation

The key question now is what specific changes will actually be made to the trust deed and whether provisions concerning the reappointment or return of former members will be included.

If such a provision is introduced, it could potentially provide a procedural route for considering Champat Rai’s return.

At present, however, it would be premature to say that Champat Rai’s return to the trust has been decided. The situation will become clear only after the proposal is presented, discussed and approved by the trustees.

The selection of the CEO, amendments to the trust deed, rules concerning the appointment and possible reappointment of members, and the future administrative structure of the trust are expected to remain key issues during the meeting.
